As more communities update their water and wastewater facilities and populations grow, the need for trained and certified operators will increase. Water quality control operators are people who have the technological training to operate water and wastewater treatment systems. They are responsible for seeing that treatment systems work properly and provide safe water at all times. The responsibility to meet federal and state requirements has led each state to require that water quality control operators be licensed before operating a plant.

On Campus Training in Smith Hall Crowder College

Crowder College offers a Career Certificate Program- Environmental Health Technology - (refer to the current catalog) for the Water and Wastewater Treatment Professional. The Certificate Program is completed in One Semester of on campus study at Crowder College. The Certificate is awarded by Crowder College (not the EPA or as a license).

Students completing this program have shown a certification pass rate of over 90%.
  • Degree Option — Students may choose to continue their education at Crowder College and may pursue an Associate of Arts degree in Environmental Health Technology. Transferability is accepted at many 4-year colleges.

Short Courses and Off Site Training

We provide in-service training courses for water and wastewater operators. These courses range in length from one day to ten days. The courses provide practical operational techniques and are usually specific to certain treatment processes such as activated sludge or trickling filters. New courses are added to the short course offering list as new technologies emerge and when new laboratory monitoring is required.

Crowder College offers specialized training for industry, consulting engineers, and municipalities on a contract basis. These specialized training projects are designed to meet the specific needs of the contracting agent. The training program is customized to the experience/education level of the student, the specific technology being operated and the regulations which apply to the facility being operated.

Outreach – Section 104(g)(1) CWA – Wastewater Treatment Plant Operator On-Site Assistance Training Program

The Environmental Resource Center at Crowder College operates this program under grant funding provided by the EPA under the Clean Water Act. The goal of the program is to provide direct on-site assistance to operators at small under-served community wastewater treatment facilities, in order to help the facility to achieve and maintain consistent permit compliance.

Onsite Wastewater Treatment Systems

The Environmental Resource Center is expanding training into the area of onsite wastewater treatment systems under the administration of the Department of Health and Senior Services (DHSS) for the State of Missouri. Crowder College was awared a sub-grant through the EPA 319 Stormwater Grant to fund the design, construction, and operation of a fully functioning onsite wastewater demonstration site adjacent to the City of Neosho Wastewater Treatment Facility. Training will be conducted in accordance with the DHSS guidelines for onsite wastewater regulations. Persons holding license through the state in basic or advanced installers, inspectors and evaluators, onsite soil evaluators, and registered percolation testers will be offered continuing education credits through our training courses.

Faculty and Staff

All of our Faculty hold water and wastewater licenses and have years of in-plant experience. The Faculty oversee grant projects sponsored by the Environmental Protection Agency and the Department of Natural Resources as well as provide consulting to numerous Missouri municipalities. Their first-hand knowledge is a benefit to students and the learning environment.

Steve Outain has been in the Environmental Technology field since 1993. He has earned many state certifications, including a Class IV Water Certification (Kansas), Class B Wastewater Certification (Texas), and Class C Wastewater Certification (Missouri). He has worked in all aspects of water and wastewater from operations, management, design, and construction. From 2003-2006 he worked in operations as a civilian in support of the military in Iraq and Central Asia.

Steven H. White, MS, began his career in the Water/Wastewater Industry in the City of Pineville Missouri Water and Wastewater Department, cleaning lift stations, and performing water & wastewater analysis. And, after 16 years in the industry, Steven has been able to develop a diverse background of experience and knowledge by working in the in Municipal Water & Wastewater field, Industrial Wastewater Pretreatment, Hazardous Materials Management and Safety Management. Ask Steve what the best thing about this industry is and he'll probably answer, "The variety!" According to Steve, the career possibilities are endless with training in the Environmental field.
Steve holds a M.S. in Operations Management from the University of Arkansas and a BS in Environmental Health from Missouri Southern State University. The degree that Steven values the greatest is the AA degree from right here at Crowder College in Environmental Technology which gave him the hands on and technical knowledge of the Water and Wastewater field to be successful. Steve is an experienced operator and has held multiple licenses in Water, Wastewater and Industrial Wastewater operations.
When Steve was asked about returning to the water and wastewater school to teach his answer, “Yes” According to Steve, it’s like finally coming home.
